About this packet

This packet contains booklets and leaflets about handling restricted use pesticides properly. You may use these as study material for the Restricted Use Pesticide Certification examination for three pesticide applicator categories: Private 1 General Agricultural Pest Control, Private 2 Agricultural Fumigation Pest Control, and Private 3 Agricultural Chemigation Pest Control.

Private applicators use, or supervise the use of any restricted use pesticides for purposes of producing any agricultural commodity on property owned or rented by the applicator or the applicator's employer, or if applied without compensation other than the trading of personal services on the property of another person.
The private 1 general agricultural category is for private applicators who use or supervise the use of restricted use pesticides in the production of agricultural commodities.
The private 2 agricultural fumigation category is for private applicators using or supervising the use of restricted use pesticides for soil fumigation in the production of an agricultural commodity and for fumigation of agricultural commodities. Certification in the private 2 category requires concurrent certification in the private 1 category.
The private 3 agricultural chemigation category is for private applicators using or supervising the the use of restricted use pesticides applied through irrigation systems. Certification in the private 3 category requires concurrent certification in the private 1 category.
If the type of work you do is different, you may need to be certified for a different category or an additional category. Why become certified? Being certified as private applicator allows you to:
  • Buy, use, or supervise the use of restricted use pesticides covered by the private applicator category in which you are certified.
  • Qualify to conduct pesticide safety training for an agricultural “pesticide handler” or “worker” at an agricultural site. This safety training is required by the Worker Protection Standard (WPS). The WPS is a federal regulation designed to reduce pesticide exposure of pesticide applicators and field workers who are employed at a farm, forest, nursery, or greenhouse site where a pesticide is used in the production of agricultural plants. Certified applicators meet the qualifications to conduct the safety training.
Certification Procedure To become certified for the private 1, 2, or 3 category, you must pass the Hawaii Department of Agriculture's certification examination(s), complete and submit an application form, and pay the fees. You must be at least 18 years old when you take the exam. The Hawaii Department of Agriculture staff will score your exam, and if you pass, issue a plastic-coated card as proof of certification. It will show your name, certification number, the applicator category, and an expiration date. Your certification card will serve as proof of certification when you buy restricted use pesticides.
Examination for certification

Make an appointment to take the examination by contacting one of the pesticide education specialists at the Hawaii Department of Agriculture offices listed above. Ask about signing up for the Restricted Use Pesticide Certification examination for the private 1, 2, or 3 category or categories.
The examination tests your ability to interpret pesticide labels and apply label information to pest management problems. It covers proper handling, storage, and disposal; first aid; calibration; laws and regulations; emergency response; and pesticides in the environment.

Fees for certification The person who conducts the examination will collect the fees. The fee for an examination is $25.00. For more information about fees, consult a pesticide education specialist at the Hawaii Department of Agriculture offices listed above.
